Department Development
The Department of Computer Science and Information Engineering (CSIE) at National Dong Hwa University (NDHU) admitted its first cohort of master’s students in 1995, followed by the launch of the bachelor’s program in 1997. In 2000, a master’s program for working professionals (extensive master’s program) was established, and in 2001, the doctoral program was introduced. In 2008, the department merged with the Department and Graduate Institute of Information Science at National Hualien University of Education, and in the 2009 academic year, it was renamed the Graduate Institute of Networking and Multimedia. Since 2011, CSIE has launched fully English-taught international programs at the bachelor’s, master’s, and doctoral levels. In 2022, the department further expanded its academic offerings with the establishment of the Master’s Program in Artificial Intelligence and Innovative Applications (A.I.I.A), marking its commitment to interdisciplinary innovation and global engagement.
The department currently comprises 23 full-time faculty members, all of whom hold doctoral degrees from leading institutions worldwide and possess substantial experience in industry practice. The current department chair is Professor I-Cheng Chang. With more than 700 students enrolled across the bachelor’s, master’s, and doctoral programs, CSIE has nurtured nearly 3,000 graduates who have gone on to make outstanding contributions in the information technology industry, academia, and both the public and private sectors. In recent years, the department has accelerated its internationalization efforts, attracting over 200 international students from more than 30 countries. Together with local students, they create a vibrant, multicultural, and academic environment. CSIE also admits overseas Chinese, mainland Chinese, and exchange students, further enhancing its global connections.
Since 2014, CSIE has proudly hosted the second phase of the Bilingual Mandarin-English Bachelor’s Program in Computer Science and Information Engineering (資訊工程學系混合型華語授課學士學位學程計畫), funded by the International Cooperation and Development Fund (TaiwanICDF). In 2019, the department launched the All-English Taught International Bachelor’s Program in Computer Science and Information Engineering (資訊工程學系全英學士學位學程計畫), which is now in its fifth year and has cultivated 63 scholarship recipients from various countries. These students have acquired solid professional knowledge while engaging in cross-cultural exchange. In response to global trends in artificial intelligence, and building on its international education success, CSIE launched the International Master’s Program in Artificial Intelligence and Innovative Applications (A.I.I.A) in 2023 to further attract and cultivate globally oriented AI talent.

The undergraduate program offers a Five-Year Bachelor-Master Combined Program, enabling students to complete both degrees within five years. Our university merges with National Hualien University of Education into “National Dong Hwa University”.
After a decade of negotiations, the merger proposal between National Dong Hwa University and National Hualien University of Education was once again submitted to the administrative councils of both universities for a vote on May 28, 2008 (Year 97 of the ROC calendar). The ballot results confirmed that both universities approved the merger. With the formal approval from both institutions, the outcome will be reported to the Ministry of Education to be forwarded to the Executive Yuan for final ratification. Both universities will now begin the subsequent work related to the integration.
Faced with the challenges of an excessive number of universities and a declining birthrate, the government’s current higher education policy is moving towards corporatization and university consolidation, actively encouraging regional university mergers with infusions of resources. Through the effective integration of existing funds and resources, the merger of the two universities is expected to create synergistic benefits. The Ministry of Education will provide funding for the construction of a new teaching building, interest subsidies for the construction of student dormitories, and transportation subsidies to maintain the two campuses in the initial phase of the merger. In the next three to four years, the faculty and students of the former National Hualien University of Education will be fully relocated to the current campus of National Dong Hwa University, consolidating into a single campus. The Ministry of Education has also pledged to increase basic operational funding and grant priority in future applications for its “competitive funding.” Furthermore, the merged institution will be treated as a new university, which will positively facilitate flexible adjustments to its departmental structure, necessary expansions, and increases in faculty and student quotas.
For the future development of both universities, this is the best opportunity to merge. Although the consolidation may inevitably impact some faculty members and departments, once the two universities become one, faculty from all professional fields will work together to create the most competitive configurations, departmental names, and structures. This will require everyone’s wisdom and collective participation. The presidents of both universities have expressed their commitment to providing the greatest possible assistance, hoping that everyone will work together to build a new university with a larger scale, greater space, and enhanced competitiveness.
