NDHU Campus Vehicle Management System

1. All faculty, staff and students are eligible to apply for annual on-campus vehicle permits. The types of vehicles allowed for registration are bicycle/electric bicycle, scooter/electric scooter / micro-electric scooter and cars.

3. In addition to providing vehicle information, first-year undergraduate students must have a consent form signed by a parent or guardian and upload a photo of the signed form to the system.
All students of the university (regardless of program) who are applying for their first annual vehicle or motorcycle identification permit must complete a one-hour traffic safety education course organized by the Office of Student Affairs, pass the corresponding test, and complete one hour of on-road practical training before they are eligible to apply for and receive the permit.
4. Any car or scooter driven and parked on-campus by any student, faculty or staff must be insured, with a valid license, registered with the Campus Security, and bear a valid National Dong Hwa University parking permit sticker. The stickers can be acquired after 1st October from the Information Desk at the General Services Division located on Room 107 of the Administration Building.
5. All vehicle parking stickers except cars are free to apply. A registration fee of NT$400 per car will be charged, and is non-refundable.
6. The completion of the vehicle registration clearly indicates that the vehicle owner has read and understood the Regulation of National Dong Hwa University Vehicle Management. Failure to comply with the regulations in question, and any other vehicle regulation posted will result in a violation order and an extra charge.
7. The parking stickers should be placed where it is clearly visible to the campus security officers. If a registered vehicle is sold or traded for another vehicle, the original sticker needs to be removed and delivered back to the Information Desk at the General Affairs Division.
8. Each registered vehicle owner/operator is responsible for maintaining proper insurance coverage to protect his/her vehicle from possible damages, such as vandalism, theft and acts of nature. National Dong Hwa University is not responsible for any of the abovementioned damages while a vehicle is driven or parked on-campus.

Notice on Enforcement of Dangerous Driving Regulations on Campus

I. In accordance with Article 16, Paragraph 2 of the university’s “Vehicle Management Regulations,” the following reported violations on campus are classified as dangerous driving behavior and will result in the revocation of the vehicle identification permit for the current academic year:

  1. Exceeding the campus speed limit of 40 km/h.
  2. Using a forged or altered vehicle license plate for access.
  3. Failing to drive in designated lanes, including driving directly into teaching building classroom areas or onto sidewalks within any building.
  4. Forcing another vehicle to yield by tailgating, making sudden lane changes, or other improper means.
  5. Accumulating 10 or more speeding violations within a single semester.
  6. Accumulating unpaid violation processing fees of NT$5,000 or more within a single semester.

II. Starting from the 114th academic year (2025-2026), the university will enforce the aforementioned regulations. Any reported violation classified as dangerous driving will lead to the revocation of the vehicle identification permit for that academic year to maintain traffic order and ensure the safety of all faculty, staff, and students.

III. All drivers are required to strictly comply with the university’s vehicle management regulations to help maintain a safe campus environment.
