本計畫對象為本國15至30歲青年，分為築夢工場組與海外翱翔組，第1梯次報名自114年1月24日起至3月14日止，相關資訊可上計畫平台查詢（https://twpathfinder.org/）：其中，海外翱翔組第1梯次公告亦提供與「未來的AI挑戰」、「技術創新我最行」議題相關之圓夢機會，提供青年申請赴國外見習及培訓機會。
